Working Papers Information

Minors aged 14-17, who wish to work in NY state must obtain an employment certificate (working papers).

Please Note: Summer hours for working papers are 7:30 am to 11 am.
Please follow the steps below to obtain an employment certificate:

  1. Obtain the AT-17 working papers application. Applications can be found at:
    https://www.nysed.gov/student-support-services/employment-minors-working-papers or in the High School Guidance Office. *The application must have the second page attached or printed on the back.

    2. Complete only part 1 of the AT-17 form
    a. Date
    b. Student’s Name
    c. Student’s Age
    d. Student’s Home Address (NY address must be used if out of state)
    e. Signature of Parent/Guardian

    3. See required documents for both WHBHS and Non-WHBHS students below

    For WHBHS Students
  1. Follow steps 1-2 above.
  2. Once you have completed Part I of the application, get a copy of your physical from  the School Nurse or your Doctor’s office. *Physicals must be within the last 12 months  to receive working papers.
  3. Return the AT-17 application and physical to the High School Guidance Office to  get your working card.


For Non-WHBHS Students
What you will need:

  1. Follow steps 1-2 above.
  2. Your original passport or birth certificate to show proof of age
  3. A copy of your physical from a New York State Dr. within the last 12 months. OR the AT-16 Physical Fitness Certification form completed by a New York Dr. *Both documents must have the office stamp
  4. Return all required documents to the High School Guidance Office
